Schedule ‘C’ Municipal Class Environmental Assessment

Notice of Completion

 BACKGROUND

The Town of New Tecumseth has completed a Schedule ‘C’ Municipal Class Environmental Assessment (Class EA) to undertake improvements to the 9th Line Bridge #12034 that crosses the Canadian Pacific Railway tracks approximately 200 m east of Tottenham Road (Simcoe County Road 10). A Public Information Centre was held on June 26, 2018 to present several alternative solutions and to solicit input from stakeholders. As a result of comments received, the Town selected the Preferred Solution which proposed to upgrade 10th Line as an alternate east west link between County Road 10 and 10th Side Road/Beeton and encourage local traffic only on the 9th Line CP Bridge.

A Public Information Centre was held on November 29, 2018 to present three design options proposed to implement the Preferred Solution and to solicit input from stakeholders. As a result of comments received, Design Alternative 3 has been selected as the Preferred Solution, which proposes to reconstruct 10th Line to Town standard for a rural road but with 1.5 metre paved shoulders and to construct 220 metres of a 3 metre wide multi-use trail from the abandoned railroad to Sideroad 10.

ENVIRONMENTAL STUDY REPORT

In accordance with Phase 4 of the Schedule ‘C’ Municipal Class EA process, an Environmental Study Report (ESR) has been prepared to document the Class EA process completed for this undertaking and by this Notice is being placed in the public record for a 30 day public review and comment period.  A digital copy of the ESR will be available on the Town of New Tecumseth’s website on at https://www.newtecumseth.ca/en/town-hall/plans-studies-and-reports.aspx. A hard copy of the document will also be available for review during regular business hours at the following location:

If concerns regarding this project cannot be resolved with the municipality, a person or party may request that the Minister of Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environmental assessments. To submit a Part II Order request, please complete the Ministry of the Environment, Conservation and Parks (MECP) Part II Order Request Form available on the Town of New Tecumseth’s website on or after September 5th, 2019 at https://www.newtecumseth.ca/en/town-hall/plans-studies-and-reports.aspx The form must be submitted by October 5th, 2019 to the Minister of Environment, Conservation and Parks and a duplicate copy of the request must also be forwarded to the Director, Environmental Assessment and Permissions Branch and Mr. Doug Austin of the Town of New Tecumseth at the addresses shown below:

If no Part II Order requests are received by 4:00p.m. October 5th, 2019, the Town of New Tecumseth intends to proceed with preliminary and detailed design within the next 3 to 5 years. Construction would occur the following year after the design is completed, subject to funding and the receipt of necessary approvals.
