Please be advised that the Town of New Tecumseth is preparing to undertake road and bridge improvements in 2026 along Church Street North, between Victoria Street and Hussey Street in Alliston.
The primary scope and objectives of the project are to:
- Urbanize the road cross-section, eliminate roadside ditches and ensure the proper conveyance of stormwater flows
- Improve the condition of existing infrastructure (watermain, sanitary sewer)
- Replace and widen the bridge
- Improve traffic operations on Church Street North
- Install bike lanes
- Merlyn Duffin Walkway extension along the Boyne River

Planning for improvements to Church Street North has been underway for several decades. As part of Official Plan Amendment (OPA) No. 21 for the Alliston Secondary Plan, Stantec Consulting Ltd. completed a Master Servicing Plan (MSP) in October 1999. The MSP identified potential road capacity constraints associated with the long-term residential growth of north Alliston and recommended future road widenings and alignment improvements. OPA No. 21 also identified Church Street North as a future transportation project and recommended that the Town undertake a Class Environmental Assessment (EA) for the corridor.
Following further review, Town staff determined that a transportation study should first be completed to better understand current and future traffic needs. As a result, improvements to Church Street North were identified in the Town’s Development Charge Background Study and Development Charge By-law No. 2013-106 as Project A1-15 (Urban Road Improvements).
The Town’s 2014 Roads Needs Study (RNS) further identified sections of Church Street North as a priority for reconstruction due to existing roadway and subbase deficiencies. While the section between Victoria Street and Hussey Street was resurfaced in 2015 to improve driving conditions and accommodate detoured traffic during the County of Simcoe’s King Street North Bridge Replacement Project, the resurfacing was considered an interim measure and did not address the underlying structural deficiencies of the roadway.
To support future planning, Council approved Report ENG-2016-14 authorizing C.C. Tatham & Associates Ltd. (now Tatham Engineering) to undertake the Church Street North Transportation Needs Study. The study examined the corridor between Victoria Street and Hussey Street and included assessments of the intersections at Victoria Street, Dominion Street, Fletcher Crescent, Evans Road, Doner Street, and Hussey Street.
The purpose of the Transportation Needs Study was to evaluate existing and future transportation demands and determine the improvements required to support long-term growth and mobility within the corridor. The study included:
- An inventory and assessment of existing roadway, traffic, and operational conditions;
- Forecasting future transportation demands over 5-, 10-, and 20-year planning horizons;
- Identification of current and future road network needs;
- Evaluation of alternative improvement solutions; and
- Development of a recommended implementation strategy.
A Public Information Centre was held in 2016 as part of the study process. The Church Street North Transportation Needs Study, dated November 24, 2016, was subsequently adopted by Council through Report ENG-2016-72.
Advancing the project, Council awarded detailed design and engineering services to Tatham Engineering through Report ENG-2019-33 in August 2019 for the proposed Church Street North Road and Bridge Improvements between Victoria Street and Hussey Street. In October 2021, Report ENG-2021-38 provided updates regarding utility relocation requirements involving Alectra Utilities, Bell Canada, and Rogers Communications.
In November 2024, Council considered Report ENG-2024-22 and authorized the necessary land acquisitions and easements required to support the planned road and bridge improvements. Following substantial completion of these property requirements, Town staff initiated additional public engagement through a Virtual Public Open House (VPOH) to present the proposed design and gather community feedback.
Following the VPOH, a deputation was presented to Council regarding the proposed sidewalks and bicycle lanes. Council subsequently directed staff to review the concerns raised and report back with recommendations.
As approved in the Town’s 2026 Capital Budget, reconstruction of Church Street North is scheduled for 2026 and 2027. The project is currently on hold pending Council’s consideration and resolution of matters identified in the associated staff report.
The project team is currently finalizing responses to feedback received through the Virtual Public Open House (VPOH). These responses are anticipated to be distributed later next week and will also be posted on this project webpage once available.

In addition, Alectra continues to be onsite completing tree trimming activities and relocating existing hydro poles. Alectra’s work is expected to continue through May 2026. An updated overall project schedule will be shared alongside the VPOH feedback.

Frequently asked Questions
Work will take place between 7:00 a.m. and 7:00 p.m., Monday to Friday. In the event of extreme or emergency situations, work may take place after hours and/or on weekends and only with the Town’s approval, however not anticipated.
You may experience dust, noise and other inconveniences. Every effort will be made to reduce and mitigate the impacts.
Additionally, driveway access may be disrupted from time to time. As required, personnel on-site will coordinate any driveway disruptions/closures with residents to minimize the length of closure and to ensure alternate parking arrangements are made.
Residents that require special accommodations that could be adversely affected by driveway access interruptions are asked to contact any of the Project Representatives identified at the end of this presentation as soon as possible.
Waste collection services will be maintained during construction. Please have your waste and recycle bins out at the end of your driveway prior to 7:00 a.m. on your regularly scheduled pick-up day. If necessary, the Contractor will relocate the bins to enable the County’s solid waste contractors to gain access to them. We ask that you label your municipal address on all bins to assist us in returning them.
Mail delivery will continue throughout construction and the Contractor will coordinate any required mailbox relocations with Canada post. If mailbox relocations are required, further notice will be provided to residents.
School bus arrangements will be coordinated with the County’s School Bus Consortium. Adjustments to the route or pick-up/drop-off locations may be required due to the construction. Adjustments to the school cross walk locations may also be required when construction is in proximity to the existing crossings. If any adjustments are required, further notice will be provided to affected residents.
Telephone, electrical, cable TV and gas services should not be affected by the construction, barring any unforeseen circumstances.
