Development Charges

In early 2021, the Town retained Hemson Consulting to undertake a new Development Charge Background Study and By-law Update.  On August 30, 2021, a Public Input Session was held with members of the development community to discuss the draft DC rates, asset inventory and proposed capital projects.  The presentation made by Hemson at this session can be found here.

In accordance with legislative requirements the Development Charges Background Study is now available as well as the Draft Development Charge By-law for review:

The next steps and proposed timeline for the Background Study and By-law Update are as follows:

  • Statutory Public Meeting – November 1, 2021.  Please refer to the Public Notice and Instructions for further details.
  • By-law Passage – December 13, 2021


Development charges are used to fund services usable by all who live within the Town of New Tecumseth.  These services include:

  • Fire and Rescue
  • Parks and Recreation Services
  • Public Works
  • Library Services
  • General Government
  • Joint Police Services
  • Roads and Related
  • Water & Wastewater Services

The current Development Charge Background Study, led by Hemson Consulting Ltd., was adopted in 2018.  This comprehensive study forecasts growth and eligible local municipal servicing requirements.

Bill 138 received royal assent on December 10th and implemented amendments to the Development Charges Act that will come into effect on January 1, 2020.
