Lionel Stone Ave E Reconstruction

Contract No. T26-02

Town of New Tecumseth has hired Triton Engineering Services to provide contract administration for the reconstruction of Lionel Stone Avenue East in the community of Tottenham. The work includes earth excavation, granular base, hot mix asphalt, storm and sanitary sewer replacement and rehabilitation, concrete curb and gutter, concrete sidewalk, streetlighting, restoration, and all other work necessary for a complete job in accordance with the details set out in the tender document.

Because of this, the roads will be closed to through traffic from May 4 - August 21, 2026. Local and emergency access will still be available. Signs will be put up before construction starts, and detour routes will be marked to help drivers and pedestrians get around the closure.

Community Impact

Residents can expect some delays and inconveniences during this period. The Town respectfully asks for cooperation and patience to ensure the project is completed in a timely and efficient manner.

Frequently Asked Questions

 

What are the construction Work hours?

Work will take place between 7:00 a.m. to 7:00 p.m., Monday to Friday. In the event of extreme or emergency situations, work may take place after hours and/or on weekends and only with the Town’s approval, however not anticipated.

What kind of inconveniences are expected during construction?

You may experience dust, noise and other inconveniences. Every effort will be made to reduce and mitigate the impacts.

Additionally, driveway access may be disrupted from time to time. As required, on-site personnel will coordinate driveway disruptions/closures with residents to minimize the length of closure and to ensure alternate parking arrangements are made. Residents that require special accommodations that could be adversely affected by driveway access interruptions are asked to contact the Town Project Manager identified within this Notice as soon as possible.

Will our general garbage, yard waste and recycling services be disrupted during construction? 

Please have your waste and recycling bins out at the end of your driveway prior to 7:00 a.m. on your regularly scheduled pick-up day. The Contractor will relocate the bins as necessary to enable the County of Simcoe’s solid waste contractors to gain access to them. We ask that you label your municipal address on all bins to assist us in returning them. 

Will our mail delivery be disrupted during construction?

Mail delivery will continue throughout construction and the Contractor will coordinate any required temporary mailbox relocations with Canada Post. If mailbox relocations are required, further notice will be provided to residents. 

Will the school bus services be disrupted during construction?

School bus arrangements will be coordinated with the County’s School Bus Consortium, if required. At this time, no adjustments to the route or pick up/drop off locations is anticipated due to the construction. If any adjustments are required, further notice will be provided to affected residents. 

Will my utilities be disrupted during construction? 

Telephone, electrical, cable TV, and gas services should not be affected by the construction, barring any unforeseen circumstances.

Who do I call if I have a problem with the Construction activities?

For an immediate response, please contact the Town’s Project Manager or the Project Consultant Representative identified within this Notice.

Will any trees be cut during this construction?

Locations have been identified throughout the project and impacted property owners will be notified in advance of the work.

 

 Other Important Information

 

Building Pre-Construction Survey

Prior to the start of construction, the Contractor will also be carrying out a pre-construction survey of the project area. This is to provide a record in the unlikely event that any damage occurs as a result of the construction activities. The survey will consist of an inspection of both the interior and exterior of buildings/property to verify existing conditions. A separate notice from the survey contractor will be circulated to schedule these surveys with affected residents. Participation is voluntarily however it is recommended as it is an important measure for determining if any losses are caused by the construction activities.

Restoring Driveways

Per the Town’s engineering standards, contract, and past practices, driveway reinstatement will occur as follows:

  1. Driveway material is to be replaced like for like. For gravel driveways the Town portion of the right-of-way to property line will be paved with asphalt.

  2. All driveway restoration is to be completed to property line with a gradient between a minimum and maximum of 2.0% and 7.0% respectively.

  3. Under certain circumstances where the road elevation has changed it may necessitate grading beyond the property line. In these cases, advance notice is provided to the Owner(s) and a permission to enter/grading agreement is required to carry out the necessary restoration work. Upon completion, a final release form is required from the Owner(s) confirming that they are satisfied with the work completed.

  4. Under certain circumstances where the existing driveway under pre-existing conditions exceeds a 7% gradient, a best effort approach may be taken to match the pre-existing slope or improve upon the gradient by paving to or beyond the property line to achieve the maximum 7% gradient. This is however, reviewed on a case-by-case basis.  

  5. In preparation of paving the driveways, the Contractor and Inspector will review and agree upon the best tie-in point to match existing asphalt prior to saw-cutting the driveway.

The match points have been identified during detailed design and are part of the Contractor’s scope of work to complete. The limits beyond these match points are not considered part of the scope of this project and included within the contract. At this time, we are not aware if the Contractor is interested in entering into a private agreement with the Owner(s) to pave the remaining balance of the private driveway. In the event the Contractor decides to take on these requests the Town would remain responsible for only the costs associated for the driveway portion as set out in the contract including warranty obligations for said portion. Any private agreements would be solely between the Contractor and Owner(s).  

Privately Owned Items

The Contractor will not be responsible for damages to any privately owned items on Town property. Property owners should remove items located within Town right-of-way such as landscaping, fencing, and/or decorative objects. If you have a sprinkler system and/or septic bed located in close proximity to the Town property limits, please contact the Town Project Manager or Consultant Project Manager identified within this Notice. 

Safety

Construction involves the use of heavy equipment and the unavoidable creation of obstacles. These circumstances are often attractive to children, and as such, we ask that you please caution your children to stay clear of the construction work zone.

While the contractor is required to conduct the work in a safe manner, we ask that you please take extra caution during the construction period as an additional measure.
