Queen Street and Mill Street Intersection Improvements
The Town of New Tecumseth is planning to improve the intersection at Queen Street and Mill Street in Tottenham. The improvements were originally planned to be completed by October 2025. However, the improvements are now planned to be completed by mid-2026 as part of the Queen Street Resurfacing project.
The work will include:
- Lane reconfiguration via line painting to provide an exclusive left turn lane and shared through / right-turn lane on both approaches of Queen Street and the east approach of Mill Street.
- Installation of signage to indicate the lane configurations and parking restrictions.
- Seventeen (17) on-street parking spaces are planned to be removed to accommodate the lane reconfiguration.

| Why are the Queen Street & Mill Street Intersection Improvements being implemented? |
|
Numerous residents have expressed concerns regarding the vehicle queues and traffic operations at the subject intersection. Residents have noted that the vehicle queues at the intersection have led to several concerns such as increased aggressive driving behaviour through the intersection, failure for drivers to yield the right-of-way to pedestrians, as well as increased cut-through traffic and speeding through the local residential roads to bypass the queues at the intersection.
A consultant was retained to complete an intersection operational assessment and recommended implementing an optimized signal timing plan and implementing the planned lane reconfiguration, as these improvements are expected to improve the traffic operations at the intersection. Council has directed Staff to proceed with the planned Works.
The optimized signal timing plan was implemented in December 2024, with the remainder of the work planned to be completed in 2025, as detailed above.

| How will the parking demand be accommodated in Tottenham? |
|
A number of on-street parking spaces are located in the area of the subject intersection along Queen Street and Mill Street. Parking is also available at the municipal parking lot at 14 Mill Street West.
Staff will also be developing an implementation plan for several long-term parking improvements identified in report #PD-2023-01, such as obtaining long-term off-street public parking in Tottenham.
This may entail the exploration of options for leasing privately-owned lots or establishing a publicly owned lot within Tottenham.

| Which stakeholders will be informed about the planned Work? |
|
The planned Works have been approved by Council. The preliminary design will be discussed with the Beeton Tottenham Business Improvement Association (BTBIA).
Notices will be delivered to businesses and residents in the vicinity of the Work prior to the commencement of construction.

| Will any traffic signals need to be adjusted to accommodate the lane reconfiguration? |
|
The Town’s Consultant has confirmed that the traffic signal heads and poles will not need to be relocated to accommodate the lane reconfiguration, as the locations are in compliance with the Ontario Traffic Manual. However, the traffic signals will be upgraded with vehicle detector infrastructure.
