Contract No. T24-02
Please be advised that the Town of New Tecumseth has recently awarded the Signalization of Sideroad 10 and 6th Line Intersection contract (“Works”) to Cox Construction Limited (“Contractor”). Triton Engineering Services Limited (“Consultant”) has been retained to provide Contract Administration and Inspection services for this project on behalf of the Town.
The work includes, but is not necessarily limited to grubbing, earth excavation and grading, culvert replacements, road granulars, concrete curb and gutter, hot mix asphalt, traffic signals, utility relocation, and restoration work.
Sideroad 10 and 6th Line will remain open to through traffic during construction with lane reductions controlled by temporary traffic signals to accommodate the work. Local and emergency access will be maintained at all times.
The Contractor intends to commence construction activities on July 8, 2024 with some preliminary staging and mobilization work occurring in advance of this date. The works are anticipated to be substantially complete by September 30, 2024.
Construction and advisory signs will be erected prior to construction. We advise that when driving or walking through and around the construction work zone, that you follow and obey the construction signage for your safety and for the safety of the workers.
You will experience some delays and inconvenience during this time, and in this regard, we respectfully ask for your cooperation and patience in order to complete this project in a timely and efficient manner. Frequently Asked Questions |
What are the construction work hours? |
Work will take place between 7:00 a.m. to 7:00 p.m., Monday to Friday. In the event of extreme or emergency situations, Work may take place after hours and/or on weekends and only with the Town’s approval, however not anticipated. |
What kind of inconveniences are expected during construction? |
You may experience dust, noise and other inconveniences. Every effort will be made to reduce and mitigate the impacts. Additionally, driveway access may be disrupted from time to time. As required, personnel on-site will coordinate any driveway disruptions/closures with residents to minimize the length of closure and to ensure alternate parking arrangements are made.Residents that require special accommodations that could be adversely affected by driveway access interruptions are asked to contact any of the Project Representatives identified within this Notice as soon as possible. |
Will our general garbage, yard waste and recycling service be disrupted during construction? |
Waste collection services will be maintained during construction. Please have your waste and recycle bins out at the end of your driveway prior to 7:00 a.m. on your regularly scheduled pick-up day. If necessary, the Contractor will relocate the bins as necessary to enable the County’s solid waste contractors to gain access to them. We ask that you label your municipal address on all bins to assist us in returning them. |
Will our mail delivery be disrupted during construction? |
Telephone, electrical, cable TV and gas services should not be affected by the construction, barring any unforeseen circumstances. |
Will the school bus services be disrupted during construction? |
School bus arrangements will be coordinated with the County’s School Bus Consortium. At this time, no adjustments to the route or pick-up/drop off locations are anticipated due to the construction. If any adjustments are required, further notice will be provided to affected residents. |
Will my utilities be disrupted during construction? |
Telephone, electrical, cable TV and gas services should not be affected by the construction, barring any unforeseen circumstances. |
Who do I call if I have a problem with the Construction activities? |
For an immediate response, please contact the Town’s Project Manager or the Field Consultant Representative identified within this Notice. |
Will any trees be cut during this construction? |
The Town has undertaken tree removals in advance of construction. No additional tree removals are anticipated to be required. |

Other Important Information |
Building Pre-Construction Survey |
Prior to the start of construction, the Contractor will also be carrying out a pre-construction survey of the project area. This is to provide a record in the unlikely event that any damage occurs as a result of the construction activities. The survey will consist of an inspection of both the interior and exterior of buildings/property to verify existing conditions. A separate notice from OZA will be circulated to schedule these surveys with affected residents. Participation is on a voluntarily basis, however recommended as we note that it is important measure to determine if any losses are caused by the construction activities. |
Restoring Driveways |

Per the Town’s engineering standards, contract, and past practices:
- Driveway material is to be replaced like for like. For gravel driveways the Town portion of the right of way to property line will be paved with asphalt.
- All driveway restoration is to be completed to property line with a gradient between a minimum and maximum of 2.0%, and 7.0%, respectively.
- Under certain circumstances where the road elevation has changed it may necessitate grading beyond the property line. In these cases, advanced notices are provided to the Owner(s) and a permission to enter/grading agreement is required to carry out the necessary restoration work. Upon completion, a final release form is required from the Owner(s) confirming that they are satisfied with the work completed.
- Under certain circumstance where the existing driveway under pre-existing conditions exceeds a 7% gradient a best effort approach to match the pre-existing slope, or improve upon the gradient by paving to, or beyond the property line to achieve the maximum 7% gradient. This is however, reviewed on a case-by-case basis.
- In preparation for paving for the driveways the Contractor and Inspector will review and agree upon the best tie-in point to match existing asphalt prior to saw-cutting the driveway.
The match points have been identified during detailed design and are part of the Contractor’s scope of work to complete. The limits beyond these match points are not considered part of the scope of this project and have not been budgeted for. The Town has been advised by the Contractor that they are not currently interested in entering into a private agreement with the Owner(s) to pave the remaining balance of the private driveway. In the event the Contractor decides to take on these sorts of requests the Town would remain responsible for only the costs associated for the driveway portion as set out in the design including warranty obligations for said portion. Any private agreements would be solely between the Contractor and Owner(s). |
Privately Owned Items |
The Contractor will not be responsible for damages to any privately owned items on Town property. Property owners should remove items located within Town right-of-way such as landscaping and/or decorative objects. If you have a sprinkler system and/or septic bed located in close proximity to the Town property limits, please contact the Town Project Manager or Consultant Field Inspector identified within this Notice. |
Safety |
Construction involves the use of heavy equipment and the unavoidable creation of obstacles. These circumstances are often attractive to children, and as such, we ask that you please caution your children to stay clear of the construction work zone. While the contractor is required to conduct the Works in a safe manner, we ask that you please take extra caution during the construction period as an additional measure. |
