Committee of the Whole Matters of Interest

Council members meet in Committee of the Whole in order to consider a variety of items such as a proposed change in policy, procurement policies, a staff recommendation requiring Council to choose from a range of options, or an item that is a matter of significance in the community. Recommendations made at Committee of the Whole are considered for final approval at the following Council meeting, which typically occurs two weeks later.

1. Additional Information Memo to item C.W.4 (1), Committee of the Whole Meeting, May 26, 2025 - Final Report - Ward Boundary Review

Council has approved a new ward system for the Town, selecting Option 2 as recommended in staff report #ADMIN-2025-15 and detailed in Appendix B. This new configuration will take effect for the 2026 Municipal Election. As part of the changes, the boundary for Ward 5 will now be set at the 10th Line instead of the 11th Line and the Deputy Mayor position will continue to be elected at large. 2. Citizen Appointment to the Appeal for Canine Control and Dangerous Dog Committee

Council has appointed the applicant named in Confidential Attachment No. 1 

to the Appeal for Canine Control and Dangerous Dog Committee and directed staff to continue advertising for current vacancies. A report will be brought back to Council at a future meeting to review and consider all submitted applications.

3. Placemaking Week 2025 - Council Summary Report

Council received a report summarizing the events and community engagement activities held during the Town’s 3rd Annual Placemaking Week. The report highlights the success of the initiative in fostering community connection and enhancing public spaces through resident participation.

4.  Request to change start time for Committee of Adjustment

Council approved a change to the Committee of Adjustment meeting start time, moving it from 7:00 p.m. to 6:00 p.m., effective August 2025. This adjustment aims to improve scheduling efficiency and accessibility for participants.

5.  Housing Needs Assessment 2025

Council received the 2025 Housing Needs Assessment, which provides a detailed overview of current and future housing needs in the Town of New Tecumseth. The report identifies affordability challenges, housing supply gaps, and priority populations facing barriers to housing access.

6.  New Tecumseth Water Distribution and Supply System

Council received a report outlining the successful integration of the Alliston and Tottenham Drinking Water Systems, resulting in the formation of the New Tecumseth Water Distribution and Supply System. The amalgamated system is now classified as a Class III Water System. This integration enhances operational efficiency and supports long-term water servicing needs across the municipality.

  1. Emergency Management and Civil Protection Act (EMCPA) 2024 

Council received a report that advised that the Town of New Tecumseth has successfully achieved full compliance with the Emergency Management and Civil Protection Act and Ontario Regulation 380/04. All required elements have been completed, demonstrating the Town’s ongoing commitment to emergency preparedness and public safety.

2. Recreation and Culture Master Plan – Request for Additional Consultant Funding 

Council has approved an increase of $52,187.28 in project funding for the Recreation and Culture Master Plan. The additional funds will be drawn from the Recreation Development Charges Reserve, ensuring continued support for the Town’s long-term recreational planning and community development goals.

3. Speeding Mitigation Measures for Pridham Place, Tottenham 

Following urgent concerns and a recent tragic incident, Council has directed staff to immediately assess traffic conditions on Pridham Place. A radar feedback sign will be installed, and staff will report back with recommendations for speed mitigation. 1. Citizen Appointment Committees  

A report was presented to Council to appoint the applicant included in the Confidential Attachment No. 1 to the Traffic Advisory Committee.

2. Debenture Borrowing By-law and Delegated Authority 

A report was presented to Council seeking authorization for the Mayor and the Director of Financial Services/Treasurer to negotiate, execute, and deliver the Rate Offer Letter Agreement on behalf of the municipality. This agreement is a key step toward securing funding through the issuance of debentures for approved capital projects and enact a by-law to facilitate this process, in accordance with applicable legislation and the terms outlined in the agreement.

3. Detail Design of Doner Diamond Parking Lot and Additional Parking Solutions for Stevenson Memorial Hospital 

A report was presented to Council outlining the final design for improvements to the Doner Diamond parking lot and proposed upgrades to the Rotary Pool lot by Stevenson Memorial Hospital. It also introduces a concept for all-day offseason parking at Riverdale Pavilion. A future report will recommend a by-law amendment to support this temporary change.

4.Pilot Project for Pickleball at Tennis Courts 

A report was presented to Council summarizing findings from the pickleball court access pilot (Aug 27–Sept 26, 2024). The report includes recommendations on whether to continue, modify, or expand access based on the pilot results.

2025 Year-end Budget Variance report as of March 31, 2025

A report was presented to Council to report on the 2025 forecasted year-end operating financial results and capital projections as of March 31st.

The Town's operating results for 2025 and capital projections as at March 31st are summarized below:

  • A forecasted Town surplus of $32K.

  • A Water and Wastewater balanced budget.

  • Overall capital projects are forecasting an unfavourable variance of $2.1M.

Mayor's Student Bursary Program, 2025 Applications

A report was presented to Council requesting approval to award twenty-two (22) applications that meet the Program Requirements for the Mayor's Student Bursary, with each recipient receiving $2,000.00.

Municipal Law Enforcement Officer - Appointment By-Law Under the Community Safety and Policing Act 

A report was presented to Council to enact a by-law to appoint Spencer William Zaple, as a Municipal Law Enforcement Officer to enforce Town of New Tecumseth by-laws.

2025 Simcoe County Age-Friendly Municipal Grant Program 

A report was presented to Council to seek Council's support and approval for the proposed activities necessary to submit an application under Stream 1: Age-Friendly Assessments, Action Plans, and Planning funding, as part of the 2025 Simcoe County Age-Friendly Municipal Grant Program.  

Additionally, this report affirms Council's support of staff's commitment to managing the grant, contingent upon approval from Simcoe County.

Update: S.H.I.F.T 'Name-a-Plow' Fundraiser

A report was presented to Council to provide an update on the results of the 2024/2025 Name-A-Plow Fundraiser.

Council received the report for information and passed a motion to support SHIFT in their 2025/2026 fundraiser event. However, they requested that a report be submitted with the results of 2025-2026 event before committing to support future events.

Council Remuneration and Expenses 2024 

Staff presented Council with a report on the salaries and expenses paid to Council Members and Members of Local Boards for the year 2024, as required by the Municipal Act. Additionally, staff shared letters from the Nottawasaga Valley Conservation Authority and the Lake Simcoe Region Conservation Authority about the per diems and expenses for their members in 2024.

Tariff Response: Realignment of Trade Through Enhancements to the Procurement Policy 

This report is seeking Council’s guidance on enhancing the Procurement By-Law. The aim is to create more adaptable "Buy Canadian" and "Buy Ontario" policies for purchasing, which would support federal and provincial initiatives to tackle tariffs and trade issues between the U.S. and Canada, all while following current trade agreements. 

Staff were directed to begin with option #1 immediately, and then bring back a future reports to Council with further recommendations.

This report was presented to Council to provide an update from Watson & Associates about the initial options for the ward boundaries.

Council appointed an additional Weed Inspector for the Town.

2025 Senior of the Year Award - Nominee Selection 

A report was brought forward to Council with the names of the nominees received for the 2025 Ontario Senior of the Year Award through the Ministry of Citizenship and Immigration for the consideration of Council. 

Council directed staff to select the nominee provided in Confidential Attachment #1 as Senior of the Year for the Town of New Tecumseth awarded through the Ministry of Citizenship and Immigration.

Stevenson Memorial Hospital Easement Agreement 

Council approved a Tri-party Easement Agreement between the Town of New Tecumseth, Stevenson Memorial Hospital, and Alectra Utilities Corporation over certain lands located at 200 Fletcher Street, in Alliston. And that a by-law be enacted authorizing the Mayor and Clerk to execute the Agreement.

This report outlines key details about the audit team, timeline, auditor’s responsibilities, significant risks, and the planned scope and approach of the audit. Additionally, it includes appendices with engagement and independence letters.

Simcoe County Hazmat Response MOU

The Simcoe County Council is set to approve the renewal of the HazMat Memorandum of Understanding (MOU). This renewal follows the City of Barrie's withdrawal from the original MOU on January 1, 2023, to provide HazMat response services independently. New Tecumseth Fire, a key participant since 2006, has been actively involved in the county-wide HazMat program's planning and training. The agreement, initially established in 2011 and renewed in 2018, aims to continue offering specialized HazMat training, mutual aid, and access to County-owned equipment for HazMat incidents across Simcoe County.

Appointment By-Law Under the Community Safety and Policing Act - Municipal Law Enforcement Officer

Fire Protection Grant

The Fire Protection Grant, announced in the 2024 provincial budget, supports cancer prevention efforts by municipal fire departments across Ontario. New Tecumseth Fire will receive $24,691.35 to purchase personal protective equipment as part of their cancer prevention program.

BTBIA Family Day Limited Use Agreement 

Since 2017, the Department of Recreation, Facilities, and Culture (RFC) has hosted the annual Family Day event at the Tottenham Community and Fitness Centre. In 2016, the BTBIA joined to enhance the event with additional entertainment, sponsors, and partners. With the current agreement expired, it is proposed to extend the partnership until Family Day 2029 to ensure the event's continued success, recognizing BTBIA's valuable contributions.

Appointment of Deputy Treasurers 

Staff requests Council to enact a by-law appointing Raj Naraine and Arun Chulliyil as Deputy Treasurers, as permitted by Section 286 of the Municipal Act. This appointment is necessary due to the retirement of the previous Deputy Treasurer and the restructuring of that role.
