Candidate Update 1 – May 15, 2026

Good afternoon, everyone

Congratulations on submitting your nomination for municipal or school board office.  The Clerk’s Office wishes all candidates good luck as you move forward through the election period.

To further assist all candidates, the Clerk’s Office will be providing “candidate updates” to the email you have printed on your nomination form. The updates will also be published online at newtecumseth.ca/Election. The purpose of the updates is to provide information on items that may be of interest to all candidates. This communication tool will also summarize responses to all questions asked by candidates to ensure everyone has access to the same information.

Tax Bill Insert

The Town will be sending out tax bills to New Tecumseth property owners in the next couple of weeks. Please look for the insert that will be included! The Clerk’s Office with our colleagues in Communications have created an information bulletin for electors. Information includes eligibility to vote, importance of checking the voters list, changes to council ward boundaries for 2026 and how to confirm you are registered with the proper school support.

AMO Training for Candidates

If you haven’t registered for an AMO candidate training session, its not too late.  In recognition of the response AMO has received for this training program, further sessions have been added.  The best part – you can attend them from any location (virtual) and admission is free!   Information on these training sessions is available at newtecumseth.ca/Election

Below is a summary of questions asked by Candidates to date.   I wish everyone a wonderful and safe long weekend. 

Questions asked by Candidates:

1. What are the setback requirements for election signs?

Attached is the full Election Sign By-law (2025-012) for your reference. I have also included a candidate guide that highlights the key requirements for ease of use.

Some key points to be aware of include:

• Election signs may be installed starting September 11, 2026 (45 days prior to Voting Day).
• Signs may be placed on private property with owner/occupant consent, as well as within the road allowance in front of private property, also with consent of the abutting owner/occupant.
• Sign placement must not create any safety or visibility concerns.
• Additional requirements, including size, placement restrictions, and timelines for removal, are outlined in the attached materials.

• Will voting information be available on the Town’s website and will it be accessible prior to when voting opens?

Voting information will be provided to electors on the Town’s website. In addition, the Town’s Communication Team will be sharing this information throughout the community in a variety of ways. All electors will also receive a voter letter (if on the voter’s list) outlining all in person paper voting locations (advance voting period only) and how to vote online with the website address throughout the entire Election Period including Voting Day.    Please note, the only voting method that will be used on Voting Day will be online voting.

• When can I start campaigning? Can I purchase campaign materials?

Yes, you are permitted to start campaigning once you have filed your nomination papers with the Clerk’s Office.  Should you wish to spend money on your campaign (example: promotional campaign materials), you will need to establish a bank account specific for this purpose. All contributions accepted (or provided by yourself or your partner) to fund expenses must be deposited into the account.  Likewise, all expenses related to your campaign must be paid through the campaign account.  Please ensure you keep track of all expenses.  You will need to report at the end of your campaign period.  The maximum amounts were provided to you through the candidate package.  The final numbers will be distributed to all candidates at the beginning of September.  

For your further information, I have copied the section of the Ministry of Municipal Affairs and Housing guide for candidates that references the campaign period (page 16).   As also noted, election signs cannot be placed until September 11^th (45 days prior to the Election Date).  

Can I use a QR Code to link the voting website on my campaign material? 

The voting site will be published on the Town’s Election Site at newtecumseth.ca/Election.  We will make sure, at the time of voting, it is at the top of the webpage and in an obvious place for voters.  Should you wish to link electors directly to the voting location, please use the Town’s Election page for the QR Code. In addition to the Voting Site connection, electors will also have access to other pertinent information – for example – how to register to vote.

Candidate Update #2 – May 29, 2026

Hello Everyone

A quick update today. 

Procedures for Tabulators and Internet Voting 

Attached are the procedures the Clerk’s Office will use for the 2026 Municipal and School Board Election as it applies to Tabulators and Internet Voting. These procedures will also be published to the Town’s election website for transparency of process.   Should any amendments be made to these procedures, the Clerk’s Office will provide an updated copy to all candidates.

Questions from Candidates

Can clips from published council meeting videos on YouTube be used by candidates in the 2026 Municipal and School Board election? 

Answer: A council meeting video is clearly for use for and is owned by the Town, however, once it is placed on a platform such as YouTube, it becomes part of the public domain. This would be similar to minutes of a council meeting which are also published for review and use by members of the public.  The use of video clips of an open meeting would not be restricted by the Use of Municipal Resources During Election Campaign Period Policy.

Candidate Update #3 – June 12, 2026

Happy Friday Everyone

Here are some updates for you.

Internet Voting

For the 2026 Municipal and School Board election, the municipality has retained the services of Simply Voting.  In addition to the internet voting procedures provided to you May 29, 2026, the Election website will also be updated to include the ‘Security and Reliability Information’ document. This document is written for a general audience and explains how the system protects ballot secrecy, guarantees one vote per elector and defends against common threats.   The website will be updated with this information by end of day.

Register to Vote Cards

Post cards with information on how to register to vote are available in the Clerk’s Office for candidates.  Electors have until August 12,2026 to register with Elections Ontario.  After this date, please refer voters to the Clerk’s Office directly or to the Town’s Election website.

Questions from Candidates

Can candidates take a photo or video for election purposes in Town parks and trails?  Can Town signage also be included?

Under the Use of Corporate Resources Policy, there is no limitation for a candidate to take a video or photo in a public space. This would include parks, trails and signage.  The exception would be if a candidate were holding a campaign event while using Town property or a facility. In this case, candidates should follow the protocol as outlined under Use of Municipal Facility or Property Section of the policy.

Candidate Update #4 – June 25, 2026

Hello Everyone

I received an inquiry today regarding information on campaign material that may be helpful to you.   The question related to if specific wording is required on election signs and other campaign material to recognize it came from the candidate’s campaign.  Please find below my answer.

The Municipal Elections Act requires any campaign advertisement purchased by or under the direction of a candidate to identify the candidate (responsible).  The Act is silent on specific requirements, unlike the requirements for Third Party Advertisers campaign publications.

Election signage with the candidate’s name (solely) implies that they are responsible for that specific advertisement, however, all candidates should consider how all forms of advertisement will convey their responsibility for the campaign material.  As a best practice, candidate’s may want to consider wording similar to “authorized by the campaign for xyz”.   This would ensure clarity for members of the public and avoid any future misunderstandings between candidate and third-party advertiser publications.

Candidate Update #5 – July 15, 2026

Hello everyone.

Please find below Candidate Update #5. All previous candidate updates have been posted to the Town’s election webpage.

Voting Methods

Paper ballot voting will be available during the advance voting period at select locations.

Online Voting will open at noon October 13, 2026 and close at 8p.m. on Election Day – October 26, 2026.  Please note, this is the only form of voting on Election Day.

Voting Locations (Advance)

Advance Voting locations will be posted this week on the election webpage. At these locations, voters will have the opportunity to cast a ballot by paper or add/correct their information on the voter’s list.  The voting locations will run from October 15, 2026 – October 24, 2026.

Long Term Care Voting Locations

Clerk’s Office staff will be working with Long Care Home Administrators over the next several weeks to firm up dates and times for voting at these locations.  Candidates will be provided with this information closer to the election period.

Election Day Assistance

Online voting will be the only form of voting on Election Day.  To ensure voters receive as much support as possible, the Clerk’s Office has partnered with the New Tecumseth Library Board to open all branches October 26, 2026. Each branch will operate as a Voter Assistance Centre, providing an opportunity for Electors to add/correct information on the voters list or to cast a ballot electronically using one of the voting kiosks.  

Town Hall

Electors are encouraged to attend or contact Town Hall should they have any questions about the election. Town Hall will be open during regular business hours to facilitate any changes needed to the voters list.  An electronic voting kiosk will be set up from October 19, 2026 – October 23, 2026 during regular business hours.  Electronic voting kiosks will also be available on Election Day until 8 p.m.  

Online Voter Registration

Voters will be able to check their information and make any changes necessary to the Voters’ List through the Election Ontario portal until August 12, 2026. After this time, online registration will move over to the Clerk’s Office and will be facilitated through the Town’s website. Depending on Election Ontario’s transition timeline, the online portal for New Tecumseth may be delayed for several days prior to going live. During this period, please direct electors directly to Town Hall.

Candidate Access to Voters’ List

Candidates will be provided electronic access to the Voters’ List after September 1, 2026. A reference manual for how to use the Voters’ List module will be provided to candidates closer to this date.

How many households are in New Tecumseth?

According to MPAC, there are currently 17,014 households in New Tecumseth.

Can I hold a candidate meet and greet?

Candidates are permitted to hold meet and greets with electors. In doing so, a candidate should keep track of all expenses and report them as part of their financial statement submission at the end of the campaign period.

I would like to know how many tax letters/notices/assessments are sent out at the start of any year. 

New Tecumseth has approximately 17,200 properties that receive tax bills.

Interim bills go out in January, and further notices for taxes are sent after the first installment has passed.

Online Voter Registration

Voters will be able to check their information and make any changes necessary to the Voters’ List through the Election Ontario portal until August 12, 2026. After this time, online registration will move over to the Clerk’s Office and will be facilitated through the Town’s Election website. Depending on Election Ontario’s transition timeline, the online portal for New Tecumseth may be delayed for several days prior to going live. During this period, please direct electors directly to Town Hall.  If you are handing out the voter list cards (thank you if you are), please highlight “To register after August 12, 2026, visit www.newtecumseth.ca/2026election or come to Town Hall (24 Tupper Street W. Alliston, On)”  This wording is at the bottom of the post cards right before the logo.     

Candidate Access to Voters’ List

Candidates will be provided electronic access to the Voters’ List after September 1, 2026. A reference manual for how to use the Voters’ List module will be provided to candidates closer to this date.

Other Inquiries from Candidates

One candidate received an email from “Vote Compass” requesting participation with their website.    

The Town has no affiliation with this company. This appears to be a private company seeking information directly from candidates.

Can a candidate use “re-elect” when ward boundaries have been modified?

Yes, provided the candidate is running for the same office they are currently elected too.

Candidate Update #8 – August 14, 2026

Some information to share with you today.

Online Voter Registration – Town of New Tecumseth Election website

This is planned to go live by end of next week.  In the meantime, should electors have questions concerning their information on the voters list, please direct them to Town Hall.

Questions from Candidates

1. If I put a sign in the window to support a candidate is this considered an election sign under the election sign by-law?

A candidate sign in the window of a house would be considered an election sign as defined in the by-law.  An individual would not be permitted to have this in place until September 11th at the earliest.  

2. Are School Board Trustees included in the social media restrictions to keep official business and personal or election campaign material separate?  How does the Use of Corporate Resources during Election Period policy apply?

No. School Board Trustees are not included in section 5.4.2 of the policy that addresses social media. This section specifically references “Member” and contains information regarding separating official Town business duties from personal or campaign purposes during the Election Period. Member is defined as “Mayor, Deputy Mayor or Councillors or anyone acting on behalf of the Mayor, Deputy Mayor or Councillor.”

It is recommended that Trustees refer to policies approved through their school board regarding use of corporate resources during election periods.

3. Are T-Shirts with campaign logos on them signs? Id like to wear one while I’m out door knocking.

Yes, campaign t-shirts can be worn while out door knocking. Candidates and their volunteers wearing campaign t-shirts should ensure they are not wearing them at any voting location(entire property). This includes all Advance Voting locations and Voter Assistance Centres as identified on the Town’s website.  The Long-Term Care Home voting dates and times will be published in the coming weeks for candidates.

Candidates should also ensure that any use of campaign t-shirts follow the rules outlined in the Use of Corporate Resources during an Election Period Policy. Specifically, candidates should review Section 5.2 of the policy.  

Municipal Facilities and Property

Members, Candidates and Registered Third Parties may not use any Town owned, controlled, leased, acquired or operated facilities, for any election related purposes or display or distribute election related signs and/or materials, including third party advertising unless they have rented and have been permitted the facility/property in accordance with standard Town rental procedures at fair market value specifically for the campaign event. Election materials may be displayed and distributed only within the facility/property rented and in accordance with the permit. All materials must be removed immediately following the event (rental).

Members, Candidates or Registered Third Parties may not conduct any election related activities including, but not limited to, displaying and/or distributing election related material inside or outside of the Town Administration Centre including the parking lot and Town owned right of way immediately adjacent to the property including on street parking spaces.

Campaigning shall not be permitted at any Town-operated or hosted event, e.g., Canada Day celebrations, parades, etc. However, campaigning on public walkways, thoroughfares and rights of way is permitted provided all campaigning is in accordance with all laws including municipal by-laws and policies.

All Candidates’ Meetings may be held in a Town owned facility, subject to the usual rental charges and permit procedures for such use. Election materials may be distributed within the rental space but must be removed immediately following the event (rental).

Members, Candidates or Registered Third Parties may not rent Town owned or operated facilities for election related activities on a date when the facility is being utilized by the Town for any election related activity i.e. voting location.

A person, including a Candidate, shall not be permitted to give a deputation or presentation at any Council or Committee meeting in which the person makes an announcement or reference that they are seeking an elected office, or for any election related purpose. In such a circumstance, in accordance with Council’s Procedure By-law 2022-034, the delegation or presentation will be immediately curtailed, and the person will forfeit their opportunity to make the delegation or presentation.

4. Will Town Hall be used as a Voting location?

Town Hall will be used as a Voter Assistance Centre from October 19-23^rd, 2026.  It will also be used for this purpose on Election Day.   Voting kiosks will be available where electors can cast a ballot electronically or seek support by way of getting added to the voters list and receiving a voter information letter. 

5. Can I start distributing flyers and brochures?

Yes, once a candidate has registered with the Clerk and completed their nomination, a candidate can start campaigning right away.   Should candidates spend money on things such as flyers, brochures, other forms of advertisement, etc, please keep track of all expenses for your financial statement.  All expenses of this nature must be funded from your campaign bank account.

Candidate Update #9 – August 21, 2026

The Candidate Nomination Period has now closed.  The website has been updated to reflect all registered candidates.  Congratulations to everyone who has put their name forward.  Best wishes on a successful campaign.

Certification of Candidates

Certification of candidates will be posted Monday, August 24, 2026 to the Town’s website.   A list of certified candidates will also be posted at all New Tecumseth library branches, Town Hall, New Tecumseth Recreation Centre, Alliston Memorial Arena, Beeton Memorial Arena and Tottenham Community and Fitness Centre.  

Online Voter Registration – Now Open  

Electors can now check the Voter’s List online to ensure their information is correct and/or to add their name to the voters’ list through the Town of New Tecumseth website.  Note: To be added to the Voters’ List, identification with name and qualifying address will need to be provided. To access this feature, electors can also go to www.newtecumseth.ca/votes and click on the icon called “Check Voters List – Register Here” button. 

Should an Elector prefer to come in person to have their name added to the Voter’s List, please direct them to Town Hall.

Questions from Candidates:

1. When will online voting begin? Will Identification be required by the voter at the time of online voting? Will the voter be sent instructions on the online voting procedure?

Online voting will begin Tuesday, October 13, 2026 at 12 p.m. and finish at 8 p.m. on Election Day – Monday, October 26, 2026.  Electors can vote 24 hours a day/7 days a week during this period. ID will not be required for voting online, however, the voter will need to enter their date of birth to confirm their identity.

All voters on the voters list will receive a “Voter Information Letter.” The letter will outline information needed to vote either by paper or online.   Should an elector choose to vote online, the letter will indicate the voting website url and a confidential personalized PIN required to be inputted by the elector.  If the elector chooses to vote by paper, a list of voting locations, dates and times will also be provided in the Voter Information Letter.  Note: Paper voting will only be available during the advance voting period. Online voting will be the only form of voting on Election Day.

As a candidate, you may come across some electors that did not receive a Voter Information Letter closer to the election.  In this case, they are most likely not on the voter’s list.   Should this occur, a voter can register online at www.newtecumseth.ca/votes or in person at Town Hall.  Once the voting period begins, electors can also attend a Voting Location to get on the list.   On Election Day, Voter Assistance Centres at Town Hall and all library branches will also provide this service in addition to voting kiosks should an elector wish to attend a facility to cast an electronic ballot.

2. Ward Property counts

The numbers below represent all addresses on the voters’ list and may include properties with no registered electors.  

Note, for candidates considering a mail out to all households in your ward, Canada Post numbers may vary.  Their distribution lines do not necessarily line up with the ward boundaries. 

**During the Election Period there will be some variation of these numbers. The variations will be as a result of voter list changes.**

3. Can candidates drop off the deposit for campaign signs? Can you confirm it is refundable.

A candidate can drop off a deposit for signs any time at the Town Hall customer service counter. Please have the sign deposit form completed at the time you provide the deposit.   This was provided in the candidate’s information package.

Election sign deposits are generally refundable provided contravention(s) to the Election Sign By-law identified by By-law Enforcement staff to the candidate are dealt with in a reasonable time. 

As a reminder, Election Signs cannot be placed in the community until September 11, 2026.

Candidate Update #10 – August 25, 2026

Hello Everyone

Certified List of Candidates

The list of certified candidates was uploaded to the website yesterday.  This document is available at www.newtecumseth.ca/votes  All names on the certified candidate list will appear on the ballot.   

Logic and Accuracy Testing

Logic and accuracy testing dates have been scheduled for online voting and tabulators as per the election procedures sent to candidates earlier and posted to newtecumseth.ca/votes Lori Bedford, former GM Corporate Services will serve as Auditor for the Internet Voting system. In this role, she will independently review administrative controls to ensure the appropriate safeguards, controls and procedures are followed throughout the election process.

The dates are as follows:

Internet Voting – Wednesday, September 2, 2026 – 2:00 pm to 4:00 pm – Council Chambers, Town Hall

Tabulators – Friday, September 11, 2026 – 10:00 am to 12:00 pm – Community Room, Town Hall     

Questions from Candidates:

1. Dates for Paper Voting and Online Voting.

There are four (4) dates during the advance voting period for an elector to vote by paper ballot.  See attached.  All locations are open to all electors in all wards.

Online voting will start Tuesday, October 13, 2026 at noon.  It will run until the close of voting on Election Day – Monday, October 26, 2026 at 8 p.m.

Although online voting will be the only form of voting on Election Day, all library branches and Town Hall will be open. Electors can attend any one of these facilities to cast their vote electronically.   Election staff will be present at each facility to ensure a smooth experience for electors.

2. Voter Turnout in the last election

Voter turnout in 2022 was 33.6%

3. Transit options for getting to the polls.

Unfortunately, New Tecumseth does not have a transit system in place.  Individuals needing transportation to the polls would use the modes of transportation they normally would for provincial and federal elections. 

4. Can I hold a candidate social event

If you hold an event to promote your campaign and you happen to receive some contributions or ask people to consider contributing to your campaign, this would not qualify as a fundraising event. Candidates should keep track of any expenses related to the social event to record on their financial statement as these would be considered campaign expenses.

As a reminder, if candidates are using municipal property or facilities for a social event, they are required to rent the property in accordance with the standard Town rental procedures at fair market value specifically for their campaign event. Election materials may be displayed and distributed only within the facility/property rented and in accordance with the permit. All materials must be removed immediately following the event.

5. Who can make a contribution 

You can accept contributions only from individuals who are residents of Ontario. Corporations and trade unions are not permitted to make contributions to candidates. There is a $1,200 donation limit that can be provided to the candidate per donor. 

Only a contribution that is $25 or less can be made in cash. All contributions above $25 must be made by cheque, money order, or by a method that clearly shows where the funds came from (such as certain debit, credit or electronic transfer transactions). 

6. Contribution receipts

You must issue a receipt for every contribution you receive. The receipt should show who made the contribution, the date, and the value. If the contribution was in goods or services, you must determine the value of the goods or services and issue a receipt for the full value.

You are required to list the names and addresses of every contributor who gives more than $100 total to your campaign in your financial statement. You should keep a record of the names and addresses of every contributor, regardless of the value of their contribution, because the same contributor may make multiple contributions that end up totaling more than $100.

Note: Contribution receipts are not tax receipts. Contributions to municipal council and school board campaigns cannot be credited against provincial or federal income taxes.

7. How have past candidates raised money?

As Clerk, I cannot provide any campaign advice, however, all candidates have access to previous financial statements submitted by all candidates in the 2022 municipal election (icon on www.newtecumseth.ca/votes 2022 municipal election archive). Any member of the public can review these financial statements to determine how previous candidates collected funds for their campaigns.   

8. Does the Town have any voter statistics per ward from the 2022 election?   Please Note: the Ward boundaries have been changed for the upcoming Municipal Election.

Candidate Update #11 – August 26, 2026

Access to the Voters’ List – September 1, 2026

The Voters’ List will be provided to candidates through an online portal (webpage) for the 2026 Municipal and School Board Election. The Portal provides the opportunity for candidates to access and search for voters in addition to downloading extracts of the voter’s list.   The downloads can be opened in Excel or another spreadsheet application.  A Candidate Voter Access Guide is attached to this email with further information and instructions to help you navigate this portal.

Candidate access to the Voters’ List will begin September 1, 2026.   Over the next few days, you will receive an email with your log in information.  This email will also provide a temporary password.  Candidates must create a new password after initially accessing the portal and confirming their agreement to the terms of use for the information contained on the Voter’s List.    

Please note, should candidates wish to share their list with other individuals, they are required to receive written acknowledgement from each person on their use and destruction of the Voter’s List.  The wording for candidates to use in the acknowledgement is included at the end of the attached document.  

The City of Barrie will be compiling a Voters’ List from all municipalities for French School Board Trustee candidates.  Please contact the City of Barrie Clerk’s Office should you have any questions.

Candidate Update #12 – September 1, 2026

Good afternoon, Candidates

Hard to believe September is here all ready.  Here is your latest candidate update.

Voter’s List Access

Access to the Voters’ List is live today for all candidates.  “Log in” credentials will have been emailed to you in the past couple of days. If you have not received them, please check your spam folder or contact the Elections Team at elections@newtecumseth.ca

**French school board candidates – your voter list will be provided through the City of Barrie.

Election Sign Deposits

Election sign deposits can be dropped off at the Customer Service Desk at Town Hall.  These deposits are required prior to putting up any election signs in the community and are considered a campaign expense.  Please fund this expense from your candidate campaign account. As a friendly reminder, signs cannot be placed prior to September 11, 2026.

Election Sign Placement at Voting Locations

Election signs are not permitted on the property of any voting location.  These locations, dates and times have been posted to the Town’s Election webpage. Voting locations also include retirement homes at the dates and times specified below.

Vehicle/trailer signs are not permitted within 50 metres of a voting location. Private property next to a voting location is permitted to have an election sign (in accordance with the Election Sign By-law) as that is a democratic right of the property owner.

No campaign election material can be displayed or placed anytime during the election period at Town Hall. This includes the parking lot and Town owned right of way immediately adjacent to the property including on street parking.

Please note, the Election Sign By-law was changed within the last term of Council. The By-law Office will only accept complaints specific to election sign placement on/abutting private property from the property owner and/or occupant. By-law Staff will also enforce any election signage that impedes any traffic safety rules, in particular sight lines for road users.

Scrutineer Form

In preparation for the voting period, you may choose to appoint one or more scrutineers to monitor activities at a voting location. If you choose to appoint a scrutineer, the attached form must be completed for each appointment. Each appointed scrutineer must present the completed form and photo identification on site before being granted access to the voting location.

Election Sign Visual Aid

Election Signs can start to be placed in the community Friday, September 11, 2026.  To assist both yourself and volunteers, By-law Enforcement staff have put together a visual aid that reflects rules found in the Election Sign By-law.    This visual aid has been updated to reflect no signage on vehicles or trailers with 50 metres of a voting location.   

Voter List Changes

While out campaigning, you may come across electors whose information needs to be updated.  Please let them know they can either update it online at newtecumseth.ca/votes or by coming into Town Hall directly.   As we get closer to the Election date, electors will also be able to update their information at an advance voting location or Voter Assistance Centre.  

Sharing Access to the Voters’ List

Please note, should candidates wish to share their voter list with another individual, they are required to receive written acknowledgement from each person on their use and destruction of the Voter’s List. 

Under the Municipal Elections Act, a Candidate who provides another person with a copy or extract of the Voters’ List must receive written acknowledgement from that individual. The acknowledgement must state that:

• The individual shall not provide the Voters’ List to any other person, and shall not make further copies, either in printed form or electronically;

• If the individual receives a printed copy, they shall return it to the person who provided it, on or before the date specified by that person;

• If the individual receives an electronic copy, they shall destroy it and shall provide the person who provided it with a written acknowledgement of the destruction, on or before the date specified by the person.

Please note that any written acknowledgment received must be retained for the term of office of the council or local board and until their successors are elected and the newly elected council or board is organized.

The responsibility to receive and retain written acknowledgements as described above rests solely with the Candidate.

Yes, candidates are welcome to use the ward maps available on the Town’s website (with logo).
